Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It will be a catalyst for 10 years of wider rail transformation across the whole of South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympic and Paralympic Games.
Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class ‘ETCS' signalling system.

About the Role
The newly created role of Program Controls Specialist you will play a pivotal role in leading and supporting strategic initiatives, business improvement activities, and portfolio analysis for the Program Controls Leadership Team. This position focuses on strategy development and implementation, ensuring initiatives are underpinned by a strong business case and drive measurable performance uplifts.
Key areas of focus include addressing emerging issues, improving cost and schedule management processes, supporting commercial processes, and optimising program reporting for greater efficiency and impact. Success in this role requires adopting project management methodologies to drive and measure key outcomes and fostering collaboration across the Delivery Authority, ensuring alignment with project objectives.
This dynamic role is ideal for a proactive professional adept at managing complex information, navigating shifting priorities, and delivering actionable outcomes in a fast-paced environment.
Working from our modern corporate offices conveniently located in the heart of Brisbane’s CBB, this opportunity will offered as a contract until December 2026 with possible extension.
Key Responsibilities:
- Strategic Leadership: Drive and support strategic and improvement initiatives particularly in cost and schedule management, business planning, and emergent organisational needs.
- Portfolio Analysis: Conduct detailed analysis of costs, schedules, and contract portfolios to inform strategic decisions and resolve issues effectively.
- Stakeholder Engagement: Collaborate with internal and external stakeholders, including the Executive Management Team and senior external partners, to align initiatives with organisational goals.
- Documentation Excellence: Prepare high-quality presentations, briefing papers, reports, and correspondence to effectively communicate updates, recommendations, and strategic plans.
- Process Optimisation: Lead and contribute to the continual improvement of business processes to promote consistency, efficiency, and the adoption of best practices across the organisation.
- Performance Support: Support the Program Controls Leadership Team in achieving procurement, financial management performance, and broader business objectives.
About You:
- Communication Excellence: Proven ability to produce high-quality briefing notes, reports, and presentations for Executive and Board-level audiences, paired with outstanding verbal communication skills.
- Stakeholder Engagement: Demonstrated capacity to build effective, collaborative relationships and influence stakeholders at all levels, using consultative interpersonal skills.
- Critical Thinking and Problem-Solving Skills: Ability to analyse complex information, formulate actionable recommendations, and challenge stakeholders constructively to drive value.
- Project Management Expertise: Proficient in applying project management methodologies to plan, execute, and achieve a diverse range of organisational objectives.
- Corporate Process Knowledge: Sound understanding of corporate processes, associated risks, and internal controls, including financial management and procurement.
- Program and Portfolio Experience: Experience in program or portfolio management, with a solid grasp of project controls principles. Experience in government infrastructure or a client-side setting is highly regarded.
- Qualifications: Relevant tertiary qualification or extensive experience in business, finance, engineering, or project management (or a related field) is desirable.
